高齡換照新制上路，70歲以上駕駛換照流程整理解析

在換照審查上，除了基本的體格檢查外，認知功能測驗成為關鍵項目。測驗主要評估三大能力：時間與空間的判斷、短期記憶，以及手腦協調與決策能力。三項測驗皆須達標才算通過；若未通過，需進一步接受醫療檢查，若確認有中度以上失智情形，則不予換照，以確保道路安全。

此外，制度也針對不同年齡與狀況設計了明確的換照期限與規範。例如，75歲後首次換照的有效期限、違規後的補換照時限，以及逾期未換照的處罰機制等，都有清楚規定，以避免管理上的模糊空間。
