高齡換照新制上路，70歲以上駕駛換照流程整理解析

隨著高齡人口增加，駕駛安全也成為交通政策的重要課題。主管機關近年針對駕照制度進行全面檢討，從考照制度、違規矯正到高齡駕駛管理三大面向同步改革，並分階段推動多項措施，希望逐步降低交通事故風險與死亡人數。

其中，最受關注的「高齡駕駛換照新制」將於今年5月正式上路。這項制度的核心並不是限制長者駕駛，而是透過更完整的評估與輔導機制，協助高齡者在安全條件下持續用路。
新制將70歲作為起點，導入「分級關懷」概念。70歲以上長者在換照前，需先完成體格檢查與安全教育課程，通過後即可取得有效至75歲的駕照；75歲以上則維持每3年換照一次，但除了體檢與課程，還需通過認知功能測驗，確保具備基本判斷與記憶能力。

若是曾發生違規或肇事的高齡駕駛，則須額外接受實地駕駛訓練，才能完成換照程序，整體標準也相對更嚴謹。
在換照審查上，除了基本的體格檢查外，認知功能測驗成為關鍵項目。測驗主要評估三大能力：時間與空間的判斷、短期記憶，以及手腦協調與決策能力。三項測驗皆須達標才算通過；若未通過，需進一步接受醫療檢查，若確認有中度以上失智情形，則不予換照，以確保道路安全。

此外，制度也針對不同年齡與狀況設計了明確的換照期限與規範。例如，75歲後首次換照的有效期限、違規後的補換照時限，以及逾期未換照的處罰機制等，都有清楚規定，以避免管理上的模糊空間。
另一方面，政府也推出配套措施，鼓勵長者依自身狀況選擇更合適的交通方式。70歲以上若主動繳回駕照，可享有TPASS乘車補助，涵蓋大眾運輸與計程車費用，降低轉換交通工具的負擔。

針對外界流傳「未來駕照只能用到70歲」的說法，實際上並不正確。新制只是將檢查與教育提前到70歲進行，並未縮短駕照年限；75歲以上仍維持3年換照制度，與現行規定相近。
